{"id":376,"date":"2014-09-03T17:36:49","date_gmt":"2014-09-03T17:36:49","guid":{"rendered":"http:\/\/www.emily-esque.com\/wp\/?p=376"},"modified":"2015-02-12T20:38:59","modified_gmt":"2015-02-12T20:38:59","slug":"justice-for-jane-connecticut-admits-no-policy-to-justify-solitary-confinement","status":"publish","type":"post","link":"http:\/\/www.emily-esque.com\/wp\/?p=376","title":{"rendered":"Justice for Jane:  Connecticut Admits No Policy to Justify Solitary Confinement"},"content":{"rendered":"<div style=\"color: #333333;\">Jane Doe of Connecticut has been\u00a0placed in solitary confinement at a facility for male juvenile delinquents on parole, despite neither being male nor adjudicated as a juvenile delinquent. \u00a0I contacted CTDCF and <a title=\"Justice for Jane: Another FOIA to CTDCF\" href=\"http:\/\/www.emily-esque.com\/wp\/?p=374\">formally requested<\/a> any records of policies or procedures to determine when a girl under their care should be placed in a male facility, how such a girl should be protected, and procedures on solitary confinement generally.<\/div>\n<p><\/p>\n<div style=\"color: #333333;\">The official response from CTDCF was that the agency has <a title=\"FOIA Response on Gendered Facilities and Solitary Confinement\" href=\"http:\/\/www.emily-esque.com\/wp\/wp-content\/uploads\/2014\/09\/FOIA-Request-for-CTDCF-Records_-Gendered-Facilities-and-Solitary-Confinement.pdf\">&#8220;no responsive records.&#8221;<\/a>\u00a0 This constitutes a legal admission by CTDCF that no written policies or procedures exist. \u00a0As was widely suspected, CTDCF is inventing policy in order to warehouse Jane in a male facility.<\/div>\n<p><\/p>\n<div style=\"color: #333333;\">It is important to remember that in response to a <a href=\"http:\/\/www.emily-esque.com\/wp\/wp-content\/uploads\/2014\/09\/CTDCF-FOIA.pdf\">prior records request<\/a>, CTDCF formally acknowledged that it has <a title=\"FOIA Response from CTDCF\" href=\"http:\/\/www.emily-esque.com\/wp\/wp-content\/uploads\/2014\/09\/FOIA-Request-for-CTDCF-records.pdf\">never housed a cisgender girl in a male facility<\/a>. \u00a0The question thus remains: \u00a0why does CTDCF treat transgender children in a different and more punitive manner\u00a0than cisgender children?
